Around St. Louis there actually are things to do when the weather is behaving according to tradition in the winter months.  (Such as when it is 30-ish degrees or lower, not 55-ish and higher!)

Indoor play-structure store with pay-to-play
Kids museum-type attractions
Indoor sports and fun places
Malls with lots for kids

To this list I would add:

University City Library kids section
Central Library (downtown) kids section- fabulous, mind-bending, and recently redone!!
Zoo- children's zoo indoor section + insectarium
Science Center- lots to discover including special exhibits for younger visitors
Throwing pennies in the fountains at the Galleria mall

HOME
age-appropriate board games
turn on the fire place!
baking things together with kids
bundle up despite the cold and run around outside for a few minutes!
pretend to go on a bus or plane trip; make fake money and pack backpacks
new kids of art projects
play dates with other kids- let them entertain themselves!
make up your own "dance class" or workout/yoga class for the kids
